Gregory Downing, DO, PhD, is the Founder of Innovation Horizons, LLC, a Washington, D.C.-based health consulting organization focused on supporting the integration of highly innovative health technologies and services into business practices that support value-based health and health care practices. Executive Director for Innovation in the Immediate Office of the Secretary at the United States Department of Health and Human Services (HHS). In 2013, Dr. Downing led the establishment of the HHS IDEA Lab, which engages the HHS workforce and empowers them in problem-solving innovation and entrepreneurship activities. In 2010, Dr. Downing launched the Health Datapalooza, a conference for thousands of thought leaders from the public and private sectors to learn how health and health care can be improved by harnessing the power of data. Dr. Downing supports open government initiatives involving technology and shared data, and has spoken at SXSW on how data transparency has the power to transform patient outcomes. Previously, Dr. Downing served at the National Institutes of Health (NIH) in research, policy, and program management roles. He also maintains an active medical practice in newborn pediatrics. Dr. Downing earned his medical degree from Michigan State University, completed his pediatric residency at the University of Medicine and Dentistry of New Jersey, and was a neonatology fellow at the Children’s Mercy Hospital in Kansas City, MO.
